Customer/Stakeholder Intimacy (Building an element of trust)

The focus of the M o D is a win-win situation for the Ministry and its customers and to build and value our long term partnerships. In order to achieve this, we must be able to build mutual respect, trust, confidence, cooperation and responsiveness. The Ministry’s Customers range from the internal partners; the two Security Forces (Police/Military), Foreign Partners, business players, to the entire Nation. Our customers are as listed below:

All Fijians	Provision of policy advice on all defence and security matters to ensure safety and security for all Fijians.	A safe and secure Fiji that ensures wellbeing of all Fijians.
Parliament	Provision of updates on security and defence issues as requested by Parliament.	A well informed Parliament on all matters pertaining to security and defence. Satisfactory provision of responses to concerns in Parliament on all defence and security issues. A well informed Parliament on all matters pertaining to security and defence.
Government Executives	Provision of Security, Intelligence and Defence advice.	A well informed Government Executive that is able to make timely decisions on pertinent security and defence issues.
National Security and Defence Council [NSDC] [All Council Members]	Provision of Security, Intelligence and Defence advice.	A well informed Council that is able to make timely decisions on pertinent security and defence policy issues.
All Government Ministries	Provision of protective security advice and training.	Provision of assistance as and when required.
Republic of Fiji Military Forces [RFMF]	Policy advice, administrative and logistical support on all defence issues.	Up to date defence policy framework that is on par with international best practices that will enable the RFMF to effectively carry out its mandate.
Fiji Police Force [FPF]	Policy advice, administrative and logistical support on all policing and security issues.	Up to date police and security policy framework that is on par with international best practices that will enable the FPF to effectively carry out its mandate.
Border Control [FIRCA, NAVY, FPF, BIOSECURITY, IMMIGRATION, PFL, RFMF]	Border Security Stakeholder’s Meeting. Establishment of Fusion Center. Provide policy advice and directions on all border security issues. Provide strategic assessment advice on pertinent border issues. Generate issue based scenarios and oversee conduct of exercise to test border control platforms, systems and responses.	Safe and secure Fiji. A well informed and prepared border security and response mechanism.
Maritime Security [NAVY, IMMIGRATION, FIRCA, BIOSECURITY, FISHERIES, MRD]	Provide strategic assessment advice on all maritime security threats and issues. Generate issue based scenarios and oversee conduct of exercise to test maritime security platforms, systems and responses.	A safe and secure maritime security environment that facilitates safe sea passages, secure sea lanes of communications and trade. A well informed and prepared maritime security and response mechanism.
Search and Rescue [SAR] [FPF, MSAF, PFL, CAAFI, AFL, Provincial and Divisional Administrations, TNKs, All Fijians]	Provide policy advice and direction on pertinent SAR issues. Generate issue based scenarios and oversee conduct of exercise to test SAR platforms, systems and responses. Work closely with RCC on conduct of SAR Operations.	An effective and efficient SAR system that ensures timely and accurate response to minimize unnecessary sufferings and loss of life.
Coordination of National Events [Fiji Day, Remembrance Day etc.] [All Government Ministries, High Commissions and Embassies, Security Forces, All Fijians]	Effective and efficient coordination of National events.	Successful hosting of national events. Meaningful commemoration of important dates to reminisce on Fiji’s history and the sacrifice made by our brave men and women in uniform.
Critical Infrastructure Protection Managers Group(CIPMG) [Communications(ICT) Sector, Broadcasting Sector, Civil Aviation, Sugar, Energy, Oil and Petroleum, Transportation, Water, Maritime]	Effective and efficient coordination of National events.	Safe and secure CI establishment with necessary contingencies built into its security plans.
Security Industries Act [2010] [All private security organizations and individuals in Fiji]	Effective enforcement of the requirements of the 2010 Security Industries Act.	A more effective and efficient private security platform that looks after its workers and ensure that they contribute effectively to the maintenance of peace and stability in Fiji.
Counter Terrorism Officials Group [CTOG] FPF, RFMF, MSAF, SG’s Office, MOFA, PAF, FRCS, CAAF, FIU, BAF, DOI	On all Terrorism issues.	Environment that proactively encourages harmonious living and discourages divisions and marginalization which may create an environment for hatred and violence.

The cornerstone to maximizing the strategic effectiveness and efficiency of MoD is the provision of a National Security, Defence and Intelligence framework that will assist in the maintenance and enhancement of the sovereignty, territorial integrity, democratic development and strengthened governance of our country.
